The EU has imposed a number of restrictive measures against russia to force it to stop its military aggression and return to compliance with international law. The EU has consistently emphasised that these sanctions are not an end in themselves, but a means of encouraging russia to stop shelling and start negotiations. The premature lifting of sanctions would allow the kremlin to strengthen its army and, as a result, to attack Ukraine even more, increasing the number of casualties and destruction.
EU officials have consistently maintained that only Ukraine, as a victim of russian aggression, should decide when negotiations with russia are possible and on what terms to end the war. EU leaders insist that any agreement to end the war must guarantee Ukraine's sovereignty and security, and that the EU must be at the table.
In practice, russia is blocking any real steps that could help end the war in Ukraine. Until 2025, kremlin propaganda called the United States the main beneficiary of the Ukrainian resistance. And after Donald Trump's election victory and a certain warming in US-russian relations, russian propaganda has focused on the EU as the ‘main obstacle to peace’. So far, putin's only proposal for conditions for ending the war has been Ukraine's complete surrender, the legalisation of the occupied territories, and a ban on Kyiv building its own army. If russia is not ready to compromise, then the EU is not going to change its sanctions policy.
