This opinion of German ‘political scientist’ Alexander Rahr is being spread by russian media. In fact: Rahr was once a well-known person in the russian-German political science community. He was even a ‘Gazprom adviser on European issues’. But now he has turned into an ordinary pro-russian propagandist and agent of influence of the putin regime in the West. 

In Germany itself, Alexander Rahr has been harshly criticised for his openly pro-russian views, which he does not particularly hide. In particular, commenting on russia's occupation of Donbas and Crimea, Rahr stated that ‘Ukraine is by no means an independent state, but a part of an apartment that has been separated from a larger living space’. In 2019, he supported granting russian citizenship to residents of the temporarily occupied territories of Ukraine. He accused Kyiv of starting the war in Donbas. These and many other statements of Rahr's are actively replicated by numerous kremlin propaganda resources, presenting his opinion as the general mood in German and Western society. In fact, it is Ukraine and Volodymyr Zelenskyy personally who is making the most efforts to end the war. Back on 11 March, he agreed to the US proposal for a complete ceasefire. But then putin actually rejected it, putting forward his own conditions. Later, the kremlin's purifier independently (without anyone's approval) appointed a ‘war stop’ for Easter, but even during this period, the russian terrorist army continued to strike at Ukraine's defence forces in many areas. 
On 26 April, putin came out publicly with a new proposal - a temporary truce until the day of the victory over Nazism in World War II. russia celebrates this day on 9 May. putin wants a three-day truce while russia ‘celebrates’ the 80th anniversary of the Soviet Union's victory. The special guests at the ‘victory parade’ are to be putin's ‘friends’: the leaders of China, North Korea, Brazil, Kazakhstan, Azerbaijan, Belarus, Armenia, Slovakia, Serbia and some smaller countries in Asia and Africa. Of course, the russians need a ‘festive mood’, not mundane terrorist affairs.
For its part, Ukraine is once again calling on russia to agree to a full ceasefire for at least 30 days. The logic of the kremlin dictator's decision to call a truce during the celebration of the 80th anniversary of the victory in World War II is not clear at all. This was stated at a briefing on 28 April by the spokesperson for the Ministry of Foreign Affairs of Ukraine, Hryhoriy Tykhyi. He stressed that Ukraine is fully prepared for a real peace process. The problem, he said, is not on the Ukrainian side, but in moscow's unwillingness to comply with the agreements.
Zelenskyy has repeatedly said that a long-term and complete ceasefire of at least 30 days must first take place. This should be the first and foremost step to start diplomatic processes to resolve the war. It is impossible to discuss the peace process while russian missiles, bombs and drones are killing Ukrainian civilians and destroying entire cities.
