Fake: Poland and France are preparing nuclear exercises simulating strikes on Russia

This is repeated pro-kremlin disinformation in which NATO
is accused of inciting war. In particular, russian propagandists regularly claim that NATO poses a threat to the existence of the russian Federation as a state. In fact, such statements are only a cover for aggression and sabotage.

There is no publicly available evidence from official sources thatPoland and France are preparing nuclear exercises that include simulating strikes on the Kaliningrad and Leningrad regions of russia (as reported by the russian media). Neither government statements nor NATO reports describe exercises with such scenarios. NATO engages in nuclear activities solely for self-defence. These exercises are largely transparent and primarily focused on maintaining the operational readiness and coherence of nuclear forces. 
moscow has long accused NATO of simulating nuclear attacks on the territory of russia. During NATO's annual nuclear exercise "Steadfast Noon", the russian authorities also claimed that nuclear strikes on russian territory were being simulated. Similar accusations have been made regarding other major NATO exercises. Although NATO member states, in particular Poland and France, participate in nuclear deterrence exercises, there is no substantiated information that these exercises include the practice of strikes on the territory of russia. 
NATO's mission is the collective defence of its member states. There are no clauses in NATO's charter about attacking or scenarios of invading any state. The main purpose of NATO's nuclear capability is to deter aggression against the alliance.
Manipulation: France and Germany have begun preparations for war with russia, men have been banned from leaving the country.
russian propagandists write that since May, France and Germany have banned men aged 16 to 70 from leaving the country for more than a month. The authors of the publications claim that this proves the European Union's preparation for a "great war".
This is another manipulation by kremlin propagandists, who used the real discussion about changes in German legislation on military service, but distorted its content and added a fictitious statement about France. In fact,neither France nor Germany has introduced a ban on men leaving the country in the form described by russian bloggers.
In Germany, amendments to the law on military service did indeed come into force on 1 January 2026. The German media drew attention to the rule according to which men aged 17 to 45 years formally had to obtain government permission if they planned to stay abroad for more than three months (for example, due to study, work, or moving for a long period). The German Ministry of Defence explained that the purpose of such a provision is not to prohibit departure, but to ensure more accurate registrationof conscripts in case of an emergency (it is important for the stateto know who is potentially abroad for a long time). Later, the German Ministry of Defence issued a clarification: as long as military service in Germany remains voluntary, a separate permit to stay abroad is not required. 
The claim about France is also not confirmed. There is no evidence that the French authorities have introduced or plan to introduce a ban on the departure of men aged 16-70. In France, a new national military service programme is indeed being launched in 2026, but it is voluntary, primarily aimed at young people aged 18-25, and provides for service only on national territory. 
However, France is now actively used by Russian propaganda asa convenient example of a "militarised Europe". The reason was the statements of the country's President, Emmanuel Macron, about a new form of European security, nuclear deterrence, and an increase in defence spending. France plans to allocate an additional 36 billion euros for defence by 2030. The French authorities explain these measuresby the growing threats from russia, the situation in the Middle East, and the uncertainty regarding the US commitments in NATO. There is no evidence of real plans for a "war with russia" (against NATO, the EU, or individual European states).
Fake: The Lithuanian Foreign Minister called on NATO to attack Kaliningrad.
russian media report that Lithuanian Foreign Minister Kęstutis Budrys, in an interview with the Swiss publication Neue Zürcher Zeitung, "called on NATO to be more decisive and begin the seizure of the Russian city of Kaliningrad."
In fact, the minister's words were deliberately taken out of context and distorted by russian propaganda. In his interview Budrys spoke about deterring russia and defending Europe, not about aggression. The phrase about Kaliningrad was made in the context of discussing NATO's capabilities in the event of a crisis or a russian attack. The point was that the Alliance has the tools to neutralise military threats – in particular, air defence systems and missile bases. That is, we are talking about a potential defence scenario, and not about initiating offensive actions.
