The kremlin can use the army “to protect citizens” abroad. The Government of russia has amended the Parliament to the laws “On Citizenship” and “On Defense”, which allow putin’s dictator to use the army to “protect” russians detained or convicted by foreign courts.

According to the agency, the goal of this campaign is to undermine trust in state institutions, sow fear in society and discredit NATO. Disinformation, manipulation and attempts to split societies from within. One example is a fresh fake of russian media. They spread false reports that Lithuania, Latvia and Estonia allegedly “opened airspace” for Ukrainian drones for attacks on st. petersburg and other regions of russia.
Such statements have no confirmation and are part of the kremlin’s information campaign. The Ministry of Defense of Latvia emphasizes: such scenes are an element of the kremlin's hybrid war, aimed at exhorting fear among citizens of "unfriendly countries" and creating a reason for further escalation.
Meanwhile, the kremlin is trying to issue a war against Ukraine for “internal conflict”.
And it is also one of the tools of the hybrid war that the kremlin is trying to expand to NATO countries. russia launched a new information operation internationally. Its goal is to change the perception of the war: from the aggression of russia against Ukraine to the allegedly “internal conflict between Ukrainians”.

The russian Ambassador to the UN vasiliy nebenzia stated his "Ukrainian roots". This message was picked up by a diplomat rodion miroshnik (also ex-citizen of Ukraine). In parallel in the information field, the “negotiators” of the kremlin – vladimir medinsky and kirill dmitriev, who also have Ukrainian origin. The logic is simple: impose the world the opinion that it is “internal conflict”, where russia is only “intermediary”. This would allow moscow to reduce the level of responsibility – to avoid part of reparations and decisions of international courts. The campaign was intensified against the background of preparing for the establishment of an international tribunal on the crime of aggression against Ukraine.
Meanwhile, russia systematically uses Interpol to pressure opponents, journalists and businessmen.

At least 700 people against whom russia initiated red messages, filed complaints, and at least 400 received their cancellation. Such reports allow the arrest of a person in any of the 196 member countries of Interpol.
After a full-scale invasion of Ukraine, Interpol introduced additional check of requests from russia to minimize abuse. But the leakage of documents indicates that even the strengthened procedures did not stop russian officials. The organization noted that last year some of such measures were canceled. russia has turned international security mechanisms into a tool of persecution and pressure on inconvenient people in different countries.
Almost 90% of Ukrainians released from captivity were tortured.

The OSCE emphasizes: these are not random crimes, but systemic practice, which is tolerated or authorized by the russian authorities. In particular, in the colony in Olenivka prisoners were held in anti-sanitaria, without food and medical care, tortured and beaten to death.

In the occupied city of Energodar, the russians illegally detained and tortured more than 200 civilians, Truth Hounds reports. There are 226 cases of illegal detention of Ukrainians, among which employees of Zaporizhzhya nuclear station (ZNPP), participants of resistance, former military, entrepreneurs and even relatives of defenders of Ukraine. In addition, human rights defenders found the following facts: ▪ people held at least seven places of illegal detention; ▪ detainees were tortured physically and psychologically: beatings, current impacts, sexual violence, simulation of executions, refusal of water, food and medical assistance; ▪ parts were forced to sign cooperation agreements or contracts with russian companies and state bodies;
▪ many were forcibly filmed on the video for propaganda.
Truth Hounds emphasized: repressions were systematic and directed against civilians, russian occupiers purposefully pressed ZNPP personnel, which created additional risks for the safe operation of the station. The report also calls for foreign governments to stop cooperation with “rosatom” and impose sanctions, and international justice authorities to investigate the crimes of the occupiers.
