The Center for Strategic Communications analysed the russian “reaction” to a new plan for ending the war against Ukraine at three levels – official statements, foreign propagandists and Z-block (internal propagandists). All lines agree in one thing: russia is trying to portray itself “prepared for peace”, but the real goal is to translate guilt into Ukraine, to disconnect its partners to reduce military and economic support, and continue the war. This “plan” is actually a special operation of the Kremlin.

In fact, the “Trump Plan” is a russian draft agreement that was transferred to Steve Witcoff and subsequently submitted as a “Trump Plan”. Currently, American congressmen are outraged by these evidence and are preparing new steps to reflect the desire of Trump team members to cooperate with the aggressor.
The official line of russians

In parallel, putin admits: he is satisfied with a pause, because it "will implement the goals of the SVO by armed means". Formal diplomacy covers the usual military logic. With very large losses on the battlefield, the russians still manage to slowly move deep into Ukraine. In addition, the army leadership in their reports (for the leadership of the kremlin and internal audience) constantly increases its achievements. 
Therefore, putin believes that he controls the situation. At the same time, sanctions are increasingly tightening the rope on the neck of the russian economy. Add serious problems growing strikes of the armed forces of Ukraine on the objects of the military-industrial and energy complex. Therefore, the kremlin is actually very interested in pausing or “freezing” of the war to restore lost military and economic potential for future more aggressive campaigns. 
Foreign propagandists
They all voiced rhetoric: peace is supposedly impossible, because “Zelenskyy will not accept any plan”, “Ukraine and the EU are not interested in peace agreements”. For this, russia deliberately and constantly puts forward conditions that are larger than Ukraine’s capitulation, and accordingly will never be accepted. The function of foreign agents is to legalize kremlin theses as "alternative opinion" abroad.
Z-segment (internal propaganda)
In military correspondents and propagandists, the tone is frank and aggressive: "peace is defeat", "negotiations are deception", "the next war is inevitable". The following narratives sound here: • "no compromises", • "peace will bring only the Russian soldier", • "any contract will collapse in a few years", • “You can sign and violate at any time”.
Conclusion: russia simultaneously plays “constructivity” outside and promotes hatred for peace inside. This allows the kremlin to put pressure on the Trump administration and in parallel to prepare its own audience for a longer war. At the same time, the russian army continues to bomb civilian objects, infrastructure, residential neighborhoods, educational institutions and charitable organizations daily. Every day the russian army purposefully kills the civilian population. Who else believes in the peace plans of russians? As the great boxer said, and now the mayor of the city of Kyiv Vitaliy Klitschko, for a real peace plan only one point is enough: “russia is going home”.
