Fake: African countries do not receive IMF aid because of Ukraine

"Some of the most needy African countries do not receive aid from the International Monetary Fund and the World Bank because it is being used to support the Kyiv regime" is a recurring pro-kremlin disinformation narrative that russia uses to blame Ukraine for economic disruptions and to promote the idea of reducing international support for Ukraine. This lie should also be seen in the context of the COP29 climate talks in Azerbaijan, which moscow is trying to use to stoke anti-Western tensions. 

The truth: First, in terms of outstanding credit, which reflects how much countries have borrowed from the IMF, African countries have more than $38 billion Special Drawing Rights (SDRs) in outstanding loans (equivalent to more than US$51 billion). This represents more than a third of all outstanding IMF loans. Ukraine's SDR credit to the IMF is about 10 billion, which is less than a tenth of the total IMF credit.
Second, the IMF's lending capacity is about $1 trillion, which is more than 6.5 times its current outstanding loan. Thus, the argument that aid to Ukraine is crowding out aid to Africa is completely unfounded. Even if this were true, and Ukraine's need for aid is diverting resources that are needed elsewhere, russia remains the only responsible party for this, as Ukraine's need for aid is a direct result of russia's aggression against Ukraine, which began in 2014 with the illegal annexation of Crimea and then escalated into a full-scale invasion in 2022.
