War in Ukraine, russian aggression, russia exports, Ukraine news
Or "Why are politicians afraid to say this?" russian aggression harms not only Ukraine, but every country in the world, and causes global damage to our planet. russia exports chaos, hatred, and weapons. When will the world acknowledge this? Will anyone dare to republish this plan and seriously discuss its implementation?
In fact, the world—meaning every single country — can do this quickly and painlessly for its future and its citizens.1. Recognizing the aggressor as a criminal.
All facts and evidence for this are documented: https://asil.org/ilib/un-commission-reports-crimes-against-humanity-and-war-crimes-in-ukraine/
Yet this began long before the war with Ukraine: https://en.wikipedia.org/wiki/Russian_war_crimes
Tolerating criminals and murderers or making deals with them is like sticking your head, or your children's heads, into a snake pit. And yes, recognizing the aggressor as a criminal cuts off access to dirty money from russia and stops the manipulation of domestic societies.
2. Equating "hybrid warfare" with terrorism.
All facts and evidence for this are documented. For some reason, most people in the world think this is an ordinary war like many before it—the military of one country fighting the military of another. No, no, and a thousand times no. Look closely at the previous point. Do you see any military targets there? Every day since February 24, 2022, russia has directed its missiles, bombs, drones, and artillery at civilians, at locations where military personnel are nowhere in sight—schools, hospitals, electrical substations, public transport, shopping malls, business offices, warehouses holding food and pharmaceutical products, and even humanitarian aid. Even animal shelters have become targets for the russians.
What about sabotage and terrorist attacks in Europe? What about constant cyberattacks? What about stirring up internal social conflicts and funding far-right forces? What about open ultimatums and demands from Kremlin leaders? What about pressure and threats against the leaders of democratic states? What about interference in electoral processes? All these facts have been documented repeatedly.
This is pure terrorism—only on a broader scale, involving not just money, but influence. There can be no neutral or tolerant attitude toward terrorism. Does a terrorist have the right to their own opinion, their own position, their own principles, and methods of operation? No, a terrorist must be neutralized by all available means.
3. Severing all economic ties with russia.
Yes, as long as the kremlin has money and multi-billion-dollar contracts, it stands firmly on its feet and can continue the war and terror for many years to come. Therefore, this point is a bit more complex, but entirely realistic. In reality, there are very few countries that are heavily dependent on russia economically. But those that are can hardly boast of independence or democracy either. Therefore, we must acknowledge: every euro or dollar sent to russia is the sponsorship of terrorism. And nothing else. Do you agree?
It is time to choose— money today or international order tomorrow.
4. Criminal liability for any economic and scientific ties with russia.
…and for this to work, safeguards in the form of appropriate laws in every jurisdiction, complete with criminal liability, are necessary. Because those who sponsor terrorists and help them kill innocent people and destroy our planet cannot get off with just a fine or administrative restrictions. Do you agree?
Naturally, terrorists strive for legalization, as this is the path to their survival. State terrorism in the form of russia is a multi-layered system, part of which works toward legalization. These include various "peaceful" economic, cultural, sports, and scientific projects. But their goal is always the same: to find accomplices, gather necessary information (including compromising material), create dependency, and seize control of vital resources. In the long run, all of this provides opportunities to secretly dictate conditions and demands to sovereign states. The example of Hungary is striking. And we must thank the Hungarians, who finally found the strength to hack away at the tentacles of evil that had dug deep into their country.
Criminal liability is a very easy and painless step. Naturally, for those who have no hidden ties with terrorists.
5. Banning russian symbols in public and private places (administrative liability).
As stated above: terrorists strive for legalization by any means possible. Therefore, athletes performing with russian symbols is not about sports. It is about the legalization of state terrorism. The leadership of the IOC, however, believes otherwise: athletes bear no responsibility for the actions of their countries' politicians. How can they bear no responsibility when they carry the flag and hold the passport of a country that is a terrorist state? Furthermore, they receive money and bonuses for their performances, part of which flows into the dictator’s budget to be used for new terrorist attacks. Moreover, some of these athletes take photos with war criminals, receive money from russian oligarchs (who serve the russian terrorist machine), and perform at events supporting the russian army. Is this also not their responsibility? A coincidence? It looks much more likely that organizations like the IOC simply have close financial ties with russians. Therefore, they should be the first to be held accountable under Point 4 of this plan.
6. Strict visa restrictions for russian citizens and tight control over their movement between countries.
We must not underestimate russians. Sincere partnership or friendship does not exist for them. Why such a categorical stance? Every influential russian is controlled by kremlin intelligence services: businessmen, athletes, cultural figures, scientists, and the like. Each of them carries out secret tasks for the terrorist regime abroad. Here are a few facts about this in our material.
All such practices have existed since the days of the Soviet Union. Yet in the 21st century, they are inexplicably ignored by most countries in the democratic world. Creating such restrictions means limiting the free movement of the "russian terrorist plague" and bringing more order and peace to one's own countries.
7. Polygraph testing for all russian citizens and their local partners.
The argument mentioned above should prompt more thorough control and monitoring of all kremlin agents and agents of terrorism. Every single one of them should have a detailed dossier, an evidentiary base, and close surveillance. It is a proven truth: in countries where law enforcement agencies already apply this principle, there are far fewer acts of sabotage and foreign influence.
8. Appropriate powers and resources for Interpol to monitor the first 7 points and take effective measures.
The Interpol General Assembly must convene and adopt a clear, global plan to counter state terrorism, while accumulating the resources needed for its implementation. Do you agree? Consequently, the governments and law enforcement agencies of all member states must ratify this plan to respond swiftly to any potential terrorist threats.
Among other things: amendments to Article 3 of Interpol’s Constitution to clearly define the markers of state terrorism, sponsors of terrorism, terrorist propagandists, and to classify war criminals as a level of international threat.
Among other things: expelling or indefinitely suspending russia's membership in the organization. It already violates the Constitution and engages in destructive activities within Interpol, using its resources to fight its opponents: https://disclose.ngo/en/article/revelations-on-the-misuse-of-interpol-by-the-worlds-most-repressive-regimes
9. Lifting restrictions on military support for the defense forces of Ukraine/Europe.
Every country and every nation has the right to self-defense. And no one has the right to restrict the means of defense and counteraction against external threats. Yet today, we have reached a point where three major nuclear powers (russia, the US, China) are negotiating how to force a modest, non-nuclear Ukraine—which has fiercely resisted a terrorist state for five years—into capitulation. China is pouring billions of dollars into russia, while the US restricts military and financial support for Ukraine. And all of them together designated themselves as security guarantors for Ukraine (russia, the US) and supporters of its implementation (China) under the Budapest Memorandum.
Therefore, does the victim of aggression have the right to possess any means of defense? It has every right. And it has every full right to deliver crushing blows to the aggressor. Yet in reality, the US asks Ukraine not to strike russian oil refineries. Is this a mockery? Yes.
Governments, parliaments, and societies of the democratic world must pressure such temporary leaders and demand appropriate decisions so that the victim can defend itself (whether it is Ukraine, Georgia, or any other country). Otherwise, a time may come when their own country becomes the victim. Because terrorism recognizes no borders. That is its nature. Do you agree?
10. Launching an international tribunal for all war criminals and Kremlin terrorists.
The first steps have been taken, but everything is moving very slowly. The Special International Tribunal for the Crime of Aggression against russia's War in Ukraine is currently being established and formed in The Hague (Netherlands) under an agreement between Ukraine and the Council of Europe, signed on June 25, 2025. It is critically important to issue verdicts against criminals right now so they understand the full seriousness of the countermeasures against their activities and grasp all the consequences before planning new crimes. This is also an important signal to dictators who are already adopting russia's playbook today to plan their own aggression. Without punishing criminals, order and peace cannot be established. Do you agree?
11. Demanding through the tribunal the imprisonment of all political leaders of russia, as well as demanding full compensation from the kremlin for all victims and all countries forced to bear costs because of the war. Moscow must pay for everything!
The war has brought immense, unprecedented destruction and losses to Ukraine and the Ukrainian people. Rebuilding the country to its 2022 level will require over a trillion dollars. This does not account for the debts incurred by the state due to military support from partner countries. This does not account for compensation for moral damages, harm to health, and the ecological destruction of an entire continent. But there is another side… Every state that found the strength to support Ukraine in this war has also incurred colossal expenses. Germany, France, Great Britain, the USA (prior to Trump’s presidency), Norway, Sweden, Italy, Canada, Estonia, Lithuania, Poland, Latvia, Finland, Australia, New Zealand, Turkey, and many others. All these countries spent hundreds of billions of dollars on humanitarian projects, weapons manufacturing, logistical operations, equipment repair and restoration, refugee support, and treating the wounded. In 2022, none of them planned for such expenses, but they did it anyway. Who should compensate for these costs? Who took money out of their budgets for education, healthcare, infrastructure, social standards, and innovations? Without a doubt—it is russia, which unilaterally launched its terror on February 24, 2022. And russia alone must pay for everything. Fair?
While weak politicians tell us that we need to negotiate with russia, we remind everyone once again: you do not negotiate with terrorists. Implementing such a plan will raise the price of terrorism for russia so high that continuing it will become impossible. Without money, without influence—it is impossible. And this is the only path. Not "freezing" the war, not pseudo-peace agreements, not diplomatic efforts. Only an actionable plan of punishment. Only fair punishment makes the repetition of a crime impossible.
Will anyone dare to republish this plan in global media and seriously discuss its implementation?

P.S. Nearly 200 years ago, French writer Astolphe de Custine described the mechanisms of the russian state, the absolute power of the ruler, and attempts to influence European policy. His book "Russia in 1839" helps explain why a change in leadership does not necessarily mean a change in the system. russian leaders change; the essence of this state does not.
