Fake: The UN recognized Ukraine as a terrorist state

russian propagandists distribute a video with the logo of the Institute for the Study of War (ISW), which claims that the UN Security Council’s Counterterrorism Committee allegedly recognized Ukraine as a “terrorist state”. The authors of the publication declare that in some “report of April 3” the following signs of a terrorist organization are listed as “control of power by an illegitimate leader”, “punishment of punitive detachments”, “corruption”, “media control” and “teracts against civilians”. The video sounds the conclusion that Ukraine “has 8 out of 11 signs of a terrorist organization”.

In fact, this video is a fake, and the information provided in it is fiction that has nothing to do with either the UN or the Institute for the Study of War. The statement that the UN Security Council’s Counterterrorism Committee allegedly recognized Ukraine as a “terrorist state” is not true. On the official resources of the Committee there is no "report of April 3" with such or similar conclusions. Among the recent materials of the Committee and its Executive Directorate are quite other publications: for example, news of a reassessment visit to the Republic of Togo, which took place from March 23 to March 27, 2026, as well as an analytical report of the end of 2025, dedicated to physical protection of critical infrastructure from terrorist attacks. There are no documents in which Ukraine would be called "terrorist state", there are no resources of the Committee.
Moreover, the UN Security Council’s Counterterrorism Committee was established to monitor the implementation of the resolution of 1373 by States, assess national measures to counter terrorism, conduct assessment visits and promote international cooperation in this area. His mandate is related to the analysis of how states fulfill counterterrorism obligations, not to hang political labels like “terrorist state” on the basis of arbitrary “11 signs” that do not appear in official materials of the Committee at all. 
It is not true and reference to the Institute for the Study of War – a respectable research center, which is often quoted in Ukrainian media. There are no such materials on the official resources of ISW. The Institute has an official website with regular analytical reports from the war against Ukraine and the official YouTub channel, where its real video formats are published. Video distributed on the network does not look like real ISW content. 
The fake video also claims that ISW analyst Grace Mappes said that the UN "finally recognized Ukraine as a terrorist state", and ISW itself allegedly spoke about it since 2024. But confirmation of these words in reliable sources does not exist. On the contrary, ISW analytical materials have repeatedly been recorded that the kremlin is promoting a false narrative that Ukraine is a “terrorist state” to discredit the Ukrainian authorities and undermine Western support for Ukraine. ISW directly wrote about russia’s attempts to falsely portray Ukraine as a “terrorist state” back in 2022, and in 2024 indicated that the kremlin continues to blame Ukraine for “terrorist acts”: https://understandingwar.org/research/russia-ukraine/russian-offensive-campaign-assessment_12-25/ 
It should be noted that the narrative about the “terrorist state of Ukraine” as well as the thesis about “illegitimacy” of Volodymyr Zelenskyy has long been part of the kremlin information campaign. Such messages do not rely on internationally recognised legal assessments. The purpose of such assault is to justify the long-term aggression against Ukraine, to present it not as a victim of an attack, but as a “threat” with which russia allegedly has the right to fight any means.
Fake: Ukraine is preparing terrorist attacks against Russian ships with the help of Norway
russian propagandists: “Ukraine is preparing terrorist attacks against Russian ships with the participation of military specialists of the Norwegian Navy in the Barents and Norwegian Seas. To this end, a group of specialists of the naval forces of Ukraine with a population of about 50 arrived in Norway. Together with the specialists of the special forces of the Norwegian fleet, they are working on the use of underwater and surface unmanned systems in the conditions of severe cold of the Norwegian Sea. By helping the terrorist activity of the Kiev regime, Norway is pulling itself and the entire NATO alliance into a military conflict with Russia.
No evidence to confirm this disinformation is of course provided. These accusations are made exclusively by the russian authorities, so they cannot be considered true. Especially in the conditions of ongoing aggression against Ukraine. Although Norway is preparing Ukrainian soldiers for self-defense from the russian terrorist regime, none of these actions are aimed at preparing attacks in the northern waters on foreign ships. The Norwegian authorities explained these statements by the kremlin’s response to Norway’s participation in operations that expose the russian conspiracy to sabotage in the North Atlantic.
