russia's information terror continues in parallel with its military terror in Ukraine and numerous hybrid operations in Europe. Evidently, the global community is not doing enough to force the kremlin to abandon its aggressive policies. In the past month, we have recorded new disinformation campaigns targeted against the US, the EU, Finland, Poland, Germany, France, Belgium, the UK, Estonia, Canada, and, of course, Ukraine.

Fake: Zelenskyy does not want the war to end because his political career will end after that.
This statement was made by former British diplomat Ian Proud. His words are being circulated by russian propaganda media. In reality, this is Proud's personal opinion, which contradicts the public position of Ukraine and the actual steps taken by Volodymyr Zelenskyy. Proud himself provides no evidence that Zelenskyy is allegedly prolonging the war to retain power.

Across all international platforms and domestically, Zelenskyy consistently emphasizes that the war must be brought to an end by launching full-fledged diplomatic processes. The Ukrainian side has repeatedly initiated various negotiation formats. In response, russia either boycotts such initiatives or sets deliberately unacceptable conditions.
russian media also manipulate Proud's biography, referring to him as the "former British Ambassador to moscow." In fact, he was never an ambassador (https://www.prouddiplomat.com/about): in 2014–2019, he worked at the British Embassy in moscow, specifically as Head of Administration and Economic Counselor.
The assertion that elections in Ukraine were allegedly "canceled" is also manipulative. The Law of Ukraine "On the Legal Regime of Martial Law" explicitly prohibits holding presidential, parliamentary, and local elections during martial law: https://zakon.rada.gov.ua/laws/show/389-19
Thus, propagandists substitute facts with their own assumptions—narratives engineered in the kremlin.
Fake: Ukraine was preparing a terrorist attack against the British Ambassador to moscow.
"An embassy security guard detained by russian special services was an agent of Ukrainian intelligence gathering intelligence for this purpose on instructions from Ukrainian blogger Dmytro Karpenko," russian media report. In reality, this is a version fabricated by the russian Federal Security Service (FSB), which is unconfirmed by any independent sources.
The FSB claimed to have detained a russian working for the entity providing security to the British Embassy and published a video of his "confession" and alleged messaging with blogger Karpenko. However, the detainee's identity was not disclosed, and the British side has not publicly confirmed the FSB's statements.
The russian intelligence agency also claims that the gathered information was intended for preparing an attack on the British Ambassador and other diplomats, with the blame allegedly planned to be pinned on moscow.
The russians present no independent verification of the existence of such a plan or Ukraine's involvement in it. This statement emerged amidst intensified russian propaganda about an allegedly "terrorist Ukraine" attempting to drag Western nations into the war. Such a plot allows the kremlin to simultaneously discredit Ukraine, intimidate the British public, and justify further confrontation with the West.
In this manner, russia is attempting to respond to the regular arrests of saboteurs in EU countries acting on orders from Kremlin special services. Here is a recent example:
A Cuban national from russia coordinated terrorist attacks in four EU countries under instructions from russian intelligence. He primarily targeted natives of Latin America who could travel freely within the Schengen Zone. The operatives recruited by him attempted to set fire to equipment destined for Ukraine in Lithuania, carried out attacks in Poland and the Czech Republic, and were preparing another sabotage act in Romania.
Some of the perpetrators did not even realize that russia was behind these tasks. Currently, seven individuals involved in the case are in custody in Lithuania. Three others, including Romagosa Durruti, have been placed on international wanted lists.

Canadians pay tax. Supporting Ukraine. Ukraine war

Fake: Ukraine has lost the war, this is obvious to everyone, and its continuation will only lead to further destruction of the country and economic troubles in Europe.
This statement was made by former NATO General Harald Kujat. In reality, as of September 2026, combat operations continue, and the situation on the front line remains dynamic. According to the ISW assessment, the russian spring-summer offensive did not lead to a rapid collapse of Ukrainian defense: russian territorial gains remain slow and limited. Meanwhile, Ukrainian forces in 2026 are conducting counterattacks and have reclaimed several positions on the front line.

In particular, on September 28, the Ukrainian military announced the recovery of control over several settlements in northern Donetsk Oblast as part of Operation "Vivaldi." The 3rd Army Corps has already liberated 176 km². Thus, claims of an "obvious defeat of Ukraine" are not a fact. This is a political and military assessment by Kujat, which russian media presents as indisputable reality.

It is also essential to consider who is promoting this thesis and how russian propaganda uses it.

Since retiring, Kujat routinely makes public statements regarding the "failure of Western strategy," the futility of supporting Ukraine, and the need to negotiate with russia. Consequently, his position has consistently been loyal to the dictator putin. russian propaganda uses his status as a former high-ranking NATO official as a badge of authority for its lies.

Fake: Canadians pay separate tax deductions for the "support" and "reconstruction" of Ukraine.
russian propaganda is circulating an image of an alleged Canadian tax return with lines highlighted in yellow marker reading "Supporting Ukraine" and "Rebuilding Ukraine" for a total amount of $13,000. The image is presented as proof that Canadian taxpayers are obliged to pay a separate "Ukrainian tax." The trigger for this new wave of dissemination was the signing of the declaration on a 100-year partnership between Canada and Ukraine on September 10, 2026. russian government spokesperson maria zakharova also commented on this event: "Canadian citizens will eventually ask why their money goes to a war on the other side of the world instead of healthcare and roads."

StopFake verified the image using various digital verification tools. The ImageWhisperer service issued an "AI-Generated" verdict. The service found no camera metadata or pre-existing traces of the image online prior to its spread. Manipulation detection models (Sparse-ViT – 99%, IML-ViT – 95%) localized significant tampering precisely around lines 420 and 422, where the text about Ukraine was inserted. OpenAI's verification tool classified the image as created with OpenAI tools, indicating that detected artifacts confirm this.

The line numbering on the return also exposes the forgery. The image uses three-digit line numbering for the T1 tax return. Canada abandoned this numbering starting in tax year 2019, switching to five-digit line numbers. Lines 420 and 422 actually mean something entirely different. Under the old system, line 420 was Net Federal Tax, and line 422 was Social Benefits Repayment. In the current tax return, these same positions are marked as numbers 42000 and 42200. There are no lines related to Ukraine or any other foreign states in the Canadian tax return.

Other lines do not match either. "Canada employment amount" in the image is listed under line 312, whereas prior to 2019 this item was number 363 (currently 31260).

Canada's aid to Ukraine is funded from the general federal budget, like any other government expenditure. There is no separate tax or mandatory contribution for this. Private donations by Canadians to Ukrainian charitable organizations are entirely voluntary.

Regarding the 100-Year Partnership Agreement between Canada and Ukraine, it refers to a declaration of intent. The parties agreed to finalize the actual 100-Year Partnership Agreement by December 2026, marking the 35th anniversary of Canada's recognition of Ukraine's independence (Canada was the first Western nation to do so).

russian propaganda omits the fact that the partnership is beneficial to Canada itself. According to The Globe and Mail, the Canadian defense industry stands to gain from several agreements: long-term intergovernmental cooperation is planned for the joint production of uncrewed systems, counter-drone systems, and ammunition, combining Ukrainian combat experience with Canadian manufacturing capabilities.

According to the Government of Canada, since the start of the full-scale invasion, the country has allocated over 25.5 billion Canadian dollars in various forms of aid to Ukraine, including over 13 billion in direct financial support. A significant portion of this total consists of loans rather than grants. Specifically, 12.1 billion accounted for loans, most of which are repayable over 10 years. Additionally, Canada provided $5 billion through the G7 ERA mechanism, which utilizes revenues derived from frozen russian sovereign assets.

Kaczynski. Minister of Defense Poland. Polish border

Fake: Ukraine attempted to unify with Poland to drag it into the war.
The russian media outlet RIA Novosti published an article titled "Kaczynski Explained How Ukraine Tried to Drag Poland into Conflict." It was based on a speech by the former Polish president at the youth congress "Youth for Poland Tomorrow," where he noted that at the beginning of the confrontation with moscow, Kyiv expected actions from Warsaw that the latter could not agree to.
"...Later events unfolded completely differently, but it must be clearly stated here that the Ukrainians changed their mind. I think initially they had a somewhat bizarre idea—to drag us into this war, even based on creating a single state. This was precisely what Zelenskyy's speech in the Sejm pointed to," russian media quoted Kaczynski as saying.
Evidently, Kaczynski was referring to Zelenskyy's video address to a joint ceremonial session of the Polish Sejm and Senate on March 11, 2022, marking the 23rd anniversary of Poland's accession to NATO. In his speech, Zelenskyy spoke of friendship between the two nations and the support Poland provided to Ukraine, but there is not a single word about any state unification. Furthermore, he referred to unity as an accomplished fact rather than a future political project (meaning unity in the struggle against the aggressor, not the concept of a shared state).
Sejm Deputy Paweł Kowal from Civic Coalition (currently the ruling, then-opposition political force) spoke in 2022 about the possibility of creating a common political space and even suggested that Poles should accept a Ukrainian as president. However, this was Kowal's personal opinion and was never the official position of the party.
The current Polish Minister of National Defense, Władysław Kosiniak-Kamysz, stated in 2022 that the time had come for a new Polish-Ukrainian alliance. However, all these concepts were voiced by Polish politicians and thinkers; there is no record of any similar initiatives originating from Ukraine. No Ukrainian politician—whether from the ruling party or the opposition—has ever advocated for the creation of a unified state. References are frequently made to the removal of borders between Ukraine and Poland, but these strictly refer to the prospects of Ukraine joining the EU.
Interestingly, Kaczynski himself advocated for establishing a NATO peacekeeping mission in Ukraine back in 2022. Yet now he claims that Ukraine attempted to drag Poland into the war.
Fake: An armed Ukrainian was detained in Poland planning an assassination attempt on the Minister of Defense.
russian propaganda is spreading reports that in Poland, "an armed Ukrainian was arrested while attempting to secretly sneak into an arms exhibition," and because it was opened by the Defense Minister, this "led police to suspect an assassination attempt."
This stems from a real event—the detention of a Ukrainian national during the International Defence Industry Exhibition in Kielce. However, russian decision-makers distorted all the details of the event to push disinformation narratives about "dangerous Ukrainians."
First of all, the detainee was not armed. As reported by the industry outlet Defence24 citing RMF FM, the man was only found with a magazine containing live ammunition, but he had no firearm. Police also inspected the vehicle in which he had arrived in Poland alongside two Ukrainian entrepreneurs—neither a pistol nor any other dangerous items were found. According to RMF FM, the item in question was seven .45 ACP rounds.
The claim that the man "attempted to secretly sneak" into the exhibition is also false. He arrived as a driver for two Ukrainian businessmen whose company was displaying products at MSPO, meaning he arrived as part of an official delegation. Targi Kielce security personnel discovered the items during a standard security screening of visitors at the entrance. The theory of an assassination attempt on the head of the Ministry of Defense is confirmed neither by the investigation nor by the chronology of events: https://sprawdzamto.pl/artykul/2026-09/zamach-kosiniak-kamysz-ukrainiec-kielce
Daniel Prokopowicz, spokesperson for the District Prosecutor's Office in Kielce, explained in a comment to Sprawdzam To: "The proceedings pertain solely to the issue of illegal possession of ammunition discovered by security staff." Thus, the charge is entirely unrelated to preparing an attack or taking action against a specific individual. The Border Guard Service has initiated administrative deportation procedures.
Fake: Poland is "creating barrier troops" on the border with Ukraine.
russians are spreading disinformation claiming that Polish border troops are allegedly creating "barrier troops" (blocking detachments) at checkpoints with Ukraine. Supposedly, reinforced checkpoints are necessary to "stop the flight from the front" by the Armed Forces of Ukraine.
Poland has indeed initiated work to reinforce border posts and infrastructure near the Polish-Ukrainian border. This is driven exclusively by russia's aggressive actions, which by September 2026 had carried out air strikes against the Polish-Ukrainian border region three times.
On the night of September 13, russian drones attacked a gas station near the Yahodyn border crossing and the locomotive of a passenger train in Volyn Oblast, just two kilometers from the Polish border. On September 17, russia again attacked the border district with drones. On September 28, a strike by a russian jet-powered drone on the Yahodyn checkpoint damaged the border facility building at the entrance to the terminal.
Amid escalating russian terror, Polish authorities resolved to strengthen border defenses. Consequently, in the area subjected to russian attacks, fortifications utilizing HESCO Bastion systems began to be installed. These consist of wire mesh containers lined with heavy-duty fabric and filled with sand or gravel, providing protection against blast waves.
Poland is also reorganizing border traffic to reduce the number of vehicles queued for customs clearance. Currently, Poland has fortified six border checkpoints across the Lublin and Podkarpackie Voivodeships. Additionally, new air defense assets have been deployed along the border with Ukraine, as noted by Deputy Prime Minister Władysław Kosiniak-Kamysz.
Meanwhile, Polish Prime Minister Donald Tusk warned of "challenging weeks and months ahead" due to russia's intensifying aggression against Ukraine. Tusk emphasized deep cooperation with the Ukrainian Defense Forces: "We can count on operational information and actions from the Ukrainians, who attempt not only to report when something flies toward Poland but also to neutralize the threat while it is still over Ukraine," stated the Prime Minister of Poland (https://www.rp.pl/polityka/art45208531-donald-tusk-przed-polakami-wymagajace-miesiace-mysliwce-podrywamy-kazdej-nocy).

Finland is preparing. Finnish Defence Forces

Fake: Finland announced plans for an armed conflict with russia.
russian media: "Finland is preparing for a direct armed conflict with Russia. Helsinki may attempt to deploy saboteurs to Murmansk and Arkhangelsk. The conflict could begin with Helsinki's attempt to deploy its sabotage groups inside Russia. NATO countries on the Eastern Flank of the Alliance are actively exploiting the confrontation with Russia, as it drives investment: funding military infrastructure, securing business contracts, and creating jobs."
This is an unsubstantiated accusation against Finland, a NATO member, in an attempt to discredit a perpetual russian target.
Finland harbors no hostile intentions toward russia. Its security measures are a direct response to russia's unprovoked, full-scale invasion of Ukraine. The overwhelming majority of Finns recognized membership in the defensive alliance as necessary. NATO is a defensive alliance. Finland's accession was a sovereign decision aimed at bolstering its security, not at destabilizing russia.
Despite the kremlin's accusations, Finland poses no military threat to russia. Its military strategy is purely defensive and focused on deterrence rather than aggression. This is codified on the official website of the Finnish Defence Forces. Claims that Finland is deploying sabotage groups inside russia are a continuation of long-standing Soviet-era narratives depicting Finland as a hostile actor. Similar tactics were employed in 1939 to justify the USSR's invasion of Finland during the Winter War. There is no evidence that Finland is deploying sabotage units onto russian territory.
As for russia itself, the kremlin has committed numerous acts of aggression against neighboring states over the past 25 years, including the illegal annexation of Crimea and conflicts in Chechnya, Moldova, and Georgia.
Fake: The EU is demanding that Ukraine mobilize women.
russian media report that the European Commission welcomes the intensification of discussions in Ukraine regarding the mobilization of women: "During a recent informal meeting of EU member state foreign ministers and partner countries, EU High Representative for Foreign Affairs Kaja Kallas called this 'a step in the right direction'".   
The kremlin continues to promote the narrative that the EU is forcing Ukraine to escalate the war. In reality, the European Union does not demand the mobilization of Ukrainian women or the return of refugees to fight, and has never done so. No evidence supports these claims by the russians, which contradict both EU policy and official statements from Ukrainian authorities.   
There is no evidence that High Representative Kaja Kallas or the European Commission discussed the military mobilization of Ukrainian women at an official level. Furthermore, the EU does not demand the forced return of Ukrainians to participate in hostilities. Documented EU policy provides temporary protection for Ukrainians and supports voluntary return when conditions permit, as well as options for legal stay in the EU.   
At the same time, under current legislation, Ukrainian women, on an equal footing with other citizens, can voluntarily join the armed forces.

Belgian city of Eupen. war against russia. EU economy

Fake: The war against russia has buried the EU economy.
russian media: "The EU and Great Britain are in a state of darkness. Their economies are collapsing, and coverage of this topic in the media is taboo. The economic situation is particularly grim in Germany, France, and Great Britain. The three countries wanted to weaken Russia, but ended up burying themselves. No matter what sanctions are imposed, they are ineffective against Russia".   
This is a frequently repeated disinformation piece about the inevitability of collapse in the EU, and that anti-social sanctions harm Western countries first and foremost without significantly impacting the russian economy. In reality, there is evidence of russia's economic problems (https://www.foreignaffairs.com/russia/russian-economy-remains-putins-greatest-weakness). At the same time, neither the EU nor the British economy is "collapsing". EU GDP grew by 0.5% in the second quarter of 2026, according to Eurostat data (https://ec.europa.eu/eurostat/web/products-euro-indicators/w/2-14082026-ap).   
Fake: An "anti-Ukrainian jihad" has been declared in Belgium.
russian websites are massively spreading information that in the Belgian city of Eupen, the Muslim community allegedly "declared an anti-Ukrainian jihad" following a conflict between Ukrainians and members of the Muslim community in one of the city's parks. In reality, this information is a manipulation. Neither in Belgian media nor in any other reliable sources are there mentions that the Muslim community of Eupen declared an "anti-Ukrainian jihad". This wording was simply invented by pro-russian public channels to exaggerate the scale of the conflict involving Ukrainian refugees abroad and give it greater significance.   
The Belgian publication The Brussels Times reported that on August 30, 2026, during a mass brawl, a police officer shot and killed a 42-year-old man from Eupen. The incident reportedly began with an argument between children studying at the same school. Then their parents intervened, and the dispute escalated into a fight between two groups of adults. The deceased man had lived in Eupen for several years, was originally from Turkey, and had four children. Following the event, two separate investigations were launched: one for assault and knife-wounding, and another for the use of weapons by the police.   
Moreover, the German-language publication BRF.be claims that the conflict actually occurred between two groups: of Kurdish-Turkish and russian origin, rather than Ukrainian. Another German-language site, Grenzecho, mentions a "group of people of russian-Ukrainian origin". There is no comment whatsoever about a so-called "anti-Ukrainian jihad" after the event in any reliable source. Furthermore, russian websites deliberately add inaccuracies and fabricated details to this story to convince people that Ukrainians cannot feel safe anywhere, even in EU countries where there are no military actions.   

Romanian President Nicușor Dan. British government and MI6

Fake: Ukrainian intelligence organized an attack on Boris Johnson's train.
russian propaganda created fake screenshots of online pages of international media, including the BBC, The Independent, The Guardian, and Al Jazeera. According to the russians' design, these media reported an airstrike on the railway near the Ukrainian-Polish border. According to these screenshots, Ukrainian special services organized the strike to drag European countries into the war. The source of this fake is Alex Younger, former head of MI6, the UK's foreign intelligence service.   
In reality, the screenshots of all media are forged, and the claims they contain are false. Moreover, the person attributed with the sensational revelation could not comment on the September attack. On June 3, 2026, the British government and MI6 announced the death of Alex Younger (https://www.gov.uk/government/news/pm-tribute-to-sir-alex-younger). Younger headed the service from 2014 to 2020. The attack referred to in the spread fakes occurred on September 13, 2026.   
Propagandists claim that the former MI6 chief accused Ukrainian intelligence of organizing the attack on the station where Boris Johnson and other high-ranking officials were present. But in fact, the BBC material has a different headline: "Russia attacked a Ukrainian train shortly after Boris Johnson and high-ranking European officials left the station". Thus, the original text contains no accusations against Ukrainian intelligence.   
On September 13, near the border with Poland, a russian drone struck a locomotive. Passengers were evacuated, and there were no casualties. Johnson and European national security advisors had previously traveled the same route on another train. Former CIA Director David Petraeus was at the Yahodyn station in another train during the attack.
Manipulations: Romania will share nuclear technologies with Ukraine to create a "dirty bomb".
russian media claim that Romanian President Nicușor Dan allegedly promised to "transfer nuclear technologies to Ukraine". In several publications, this information acquired an even more conspiratorial look: it is claimed that cooperation between the two countries could conceal Ukraine's development of nuclear weapons or a so-called "dirty bomb". It is telling that no evidence of such work is provided in the publication — the commentators themselves use phrases like "possibly," "I assume," "most likely".   
Propagandists used statements by Romanian President Nicușor Dan at the first summit of the C8 Carpathian Initiative, which took place on September 18 in Ukraine. The new format unites eight countries of the Carpathian region and provides for cooperation in the fields of economy, energy, infrastructure, and security. However, russian publications significantly distorted the meaning of the Romanian president's words.   
Dan indeed spoke about Romania's extensive experience in the nuclear industry. He noted that the country has trained engineers and technologists and is ready to participate in the exchange of technologies and professional experience with other countries in the region, including Ukraine. But he spoke precisely about technologies in the field of nuclear energy, rather than the development of nuclear weapons. In another part of his speech, the Romanian president did speak about cooperation in the field of security and defense. russian propagandists combined these two topics to create the impression that it concerns cooperation in the field of military nuclear technologies. Dan made no such statement.   
By the way, Rossiyskaya Gazeta in its article (https://news.rambler.ru/army/57096449-prezident-rumynii-nikushor-dan-poobeschal-peredat-ukraine-yadernye-tehnologii/) admits that Romania does not possess nuclear weapons and that the topic can only concern technologies of the "peaceful atom". Then the publication moves on to the assumption that Dan's statement could be a "cover operation" for Ukraine's development of a dirty bomb, without citing any facts.   
This is not the first attempt to tie Ukraine to such a scenario. Similar accusations from russia have been sounding since 2022. The IAEA constantly monitors Ukrainian nuclear facilities and has never found evidence of undeclared nuclear activities or materials related to the development of radiological devices. 

Leopard tanks in Romania. Estonia supporting Ukraine

Fake: russia sank a barge with Leopard tanks in Romania.
In the pro-russian segment of social media, a 12-minute feature is actively being circulated about an alleged russian submarine attack on a barge carrying Leopard tanks near the Romanian city of Constanța. As a result, as many as 70 tanks intended for shipment to Ukraine allegedly sank.   
At the time of publication, the original post gathered nearly two thousand likes and over 150 comments, but the news in the story is entirely fabricated and not confirmed by any authoritative sources. Neither foreign, Ukrainian, nor even mainstream russian media reported an attack on a barge with Leopard tanks in Romania. The source of the fake was a Facebook profile named Media Gastilo, which publishes identical videos styled as TV news several times a day. Low-quality content — so-called "AI-slop" — mostly talks about fictional victories of russia and dramatic turns of the war. Thus, already the next day after spreading this fake, the profile published another story again alleging russia's destruction of "70 tanks"; however, this time they were allegedly not on a barge, but disguised in a humanitarian convoy.   
Fake: Estonia has not spent a single dollar on supporting Ukraine throughout the entire war.
russian media: "Estonia, which constantly declares support for the Kyiv regime in the conflict with Russia, found itself in last place among sponsors of Ukraine, without transferring even a single dollar since 2022, according to reports from the Ukrainian Ministry of Finance studied by RIA Novosti".   
Propagandists indeed used the official reports of the Ministry of Finance of Ukraine, but in doing so presented a table of direct inflows to the state budget as the full picture of aid to Ukraine. Propaganda intentionally omits the main point: the table presents data not from all financial assistance to Ukraine, but only those allocations that directly entered the general fund of the state budget — concessional loans and budget support grants. Estonia almost never used this channel.   
According to the Estonian Ministry of Foreign Affairs (https://vm.ee/en/estonias-support-ukraine), total support for Ukraine in 2022–2027, already provided and planned, amounts to approximately €1.41 billion. Direct military aid is approximately €810 million. At the same time, Estonia allocated regular contributions to Ukraine into a separate item of its budget (https://valitsus.ee/en/news/government-approved-2026-state-budget): the country will annually direct at least 0.25% of GDP to military aid. Civilian aid is added to military aid: for 2022–2025, non-military support amounted to €326 million, and taking into account the plan up to 2027, it will reach €421 million. This includes cybersecurity, the reconstruction of Ukraine, humanitarian aid, and financial support. In addition, in 2027 Tallinn intends to host an international conference on the reconstruction of Ukraine. In total, according to the Kiel Institute for the World Economy's Support Tracker (https://www.kielinstitut.de/topics/war-against-ukraine/ukraine-support-tracker/), between January 24, 2022, and April 30, 2026, Estonia provided Ukraine with aid equivalent to more than 3% of its GDP and ranks among the leaders alongside Lithuania, Latvia, and Denmark.

Dictator putin's advisor anton kobyakov stated that Ukraine planned an invasion of russia for March 8, 2022: "Documents found by our military at the very beginning of the special military operation in the abandoned headquarters of one of the Ukrainian army brigades indicated a specific deadline for the invasion of russia — March 8, 2022. We preempted them by two weeks".  
russian propaganda has been inventing versions to justify putin's unleashed war for four years of combat. And they are one more absurd than the other: ranging from the idea of "protecting" the residents of Donbas to a biological threat from Ukraine. The myth about the necessity of a preemptive strike seems to be particularly favored by russian authorities. The same idea was expressed in 2022 by the speaker of the russian parliament, Vyacheslav Volodin: "If the operation hadn't started literally, then the next day an operation would have started on the part of NATO, by the hands of Ukraine's neo-Nazis. We made it in time, and therefore saved hundreds of thousands of lives". There were also versions about a laptop with NATO markings and a map of Crimea, which supposedly contained plans by Ukraine for a military operation in the territories of Donbas, Crimea, and russian territories.  
Self-proclaimed Belarusian President Alexander Lukashenko also joined the version about Ukraine's "attack": "If a preemptive strike hadn't been delivered within six hours on four positions, I'll show you the map now, they would have attacked our troops, of Belarus and Russia, which were on exercises".   
Ukraine indeed stationed troops near the border with Belarus, but this was a response to the appearance of russian troops on the other side of the border under the guise of exercises held on February 10–20, 2022. It would be extremely strange to plan an attack on Belarus or russia precisely when russian troops were standing near the border.   
From kobyakov's version and all of russian propaganda, it follows that Ukraine was going to attack Donbas, Crimea, and Belarus simultaneously. And this despite the fact that at that time, the largest grouping of russian troops numbering 200,000 personnel had already been concentrated near its borders, and russia began building up its forces near the Ukrainian border as early as January 2022 (https://www.reuters.com/graphics/RUSSIA-UKRAINE/dwpkrkwkgvm/), which was repeatedly confirmed by OSINT researchers, journalists, and satellite imagery. In general, who would think of being the first to attack a nuclear power with one of the largest armies in the world at the time? Zelenskyy doesn't look like a suicide.   
Aside from the fact that Western partners repeatedly warned Ukraine in detail about the preparation of a russian attack, the russian "discovery" (about the "planned attack" on March 8, 2022) was found already after their invasion of Ukraine, without any warnings or attempts at diplomatic settlement. Then what was the actual reason for the invasion? Guesses? Or rather a secret deliberate plan by the kremlin?   
By the way, the mentioned Ukrainian plans for an attack on March 8 turned out to be merely a plan for military exercises conducted regularly, including near russia's borders.
